Question about file work over the pivot pin in a bolster

I'd like to add some filework to a bolster on an upcoming project. Just a nice round file but it will run right across the pivot pin. Something like this for an example. I just think it looks fantastic.

The knife will be similar to this one. It has shorter bolsters but the file I want to do will be pretty much dead center on the pin.

When doing something like this, would you peen the pivot in place and then file the design into the bolsters? It seems to me like this method would make for a loose pin.

The other thing would be to file the bolsters and then install the pin, but it would be difficult to peen it. Maybe using a punch on it to get into the file groove?

My thoughts are to get the grooves about 3/4 of the way done, use a punch to peen the pin into place, then file it all smooth and finish as normal.

I just wanted to ask the advice before just diving into something like this. How would you typically go about doing the pin?
