Question about Makers Mark and kanji on sword

Hello,

This was my brothers kendo sword I inherited when he passed away a few years ago. I do not know much about kendo or swords but I was hoping someone could bring to light any information on the following:
The Makers Mark - T0870
Reading the kanji
Any information about the sword or where it might be from
Also, any suggestions for cleaning up the blade, there's some scuff marks built up on the edges.

About all I can tell you is that it is a modern reproduction, in all probability a Chinese reproduction. The kanji also appears to be Chinese, and I can't make any sense of it. But generally they do not make much sense and are put there in order to make you think it is a signed Japanese sword.

As for cleaning it, I don't know if the handle is removable. Scuffs are likely there to stay. Either way, you can wipe it with some denatured alcohol and the oil it with machine or gun oil to prevent rust. Try to avoid touching the blade with your bare fingers as that may cause rust.
