Question about particular handle material

Quick questions about the handle material in the following two pictures: Anyone know what it is (I think it's birch of some sort, but curly/burl, etc... I'm not sure) and what preparation would be required to create those colors?

Most likely Birch Burl.
It was cut either quartersawn (at a right angle to the burl exterior surface) or it could be a cross cut piece. You can get that effect cutting the burl either of these ways. To get the coloring it was probably dyed when stabilized or used dye on the surface if natural wood. Many times the dye will resist in the flame figured areas.
