I have an old Buckmaster knife (184 model) it's almost 17 years old, I want to powder coat it black and bake it at 400 degrees F. Is it ok to do that or will it damage the temper and affect the RC hardness in the blade ?

Yeah, 400 is up into the range where you temper many blade steels. I don't know what blade steel that particular model uses, but it's a safe bet that it would come out of the oven several Rockwell points softer than it went in.

There are some coatings that can be done at 300 degrees. Most tempering temps dont start until 325 or so. I just coated an old Cold Steel scalping knive with Brownells brand. Sand blast the blade first, or the coating will just peel off. Trust me. I used 3 coats and baked at 315 for 30 minutes. There are more expensive versions as well, but I havent used them and dont know the baking temp.

all of bud nealys M2 knives are powdercoated so there is a method to do it that works without damaging anything. call him or em him and see who he uses.

M2 is a high-speed (i.e., high temperature) tool steel. It's designed specifically to not lose it's temper at high (600-700 degrees, at least) working temperatures. Which maybe be why Nealy uses it for blades he intends to powder coat.

It is 425mod, few stainless steels are tempered below 400F, in fact few people temper any steels below that temperatures as the hardness is usually close to as quenched. Check with Buck and ask them.
