Question about serialized knives?

Is it common for the full quantity of serialized knives to have not been actually produced? Say for example the knife is engraved XXX/500 but the special projects list says number produced is 250. Which is correct? I've seen examples of this descrepency more than once.
 
I know I've read of a lot of times they never got near that top number.

I suspect it's just an arbitrary number based on projections.
 
This is common depending on the popularity of the project. When Joe gives me the actual shipping data I correct the quantity produced to reflect the number that actually went out the door. At times there are unserialized overruns that exceed the serialized quantity as well. So you might see quantities that exceed or fall short of the projected serialized quantity on the list.
