Question about sharpened portion on fixed blade old timers

I've noticed that on my fixed blade old timers (15, 152, 154) that the portion of the blade closest to the handle is not sharpened - and that the sharpened portion doesn't start until closer to the tip of the blade than on most other knives that I've ever owned. Does anyone know if there is a specific reason for this? is it supposed to reduce user injuries? it doesn't work well if you are doing any heavy whittling / stick sharpening where you are really trying to bear down to remove material - for this I like to use the portion of the blade closest to the handle.
 
It is a "safe choil" that allows one to choke up on the blade for finer work and. in effect, takes the place of a guard. You can place tour finger or thumb there without being cut.
