Question about the Federal Switchblade act.

Im really confused at this point, the federal switchblade act will penalize you for "pushing a switchblade knife into interstate commerce."

Ive heard that it only applies to the seller and not the buyer, reinforcing this is AKTI by stating that it has "No application to individual consumers."

I need some help here, as Im looking to buy a knife I saw listed on eBay, but want clarification that I am in the clear for purchasing it. I plan to do nothing more with it than have it as a collectible.

Unrelated but possibly relevant question - can you possess an automatic knife in your state of residence?

The federal law only applies to the seller if the knife is sold over state lines. For sellers within the US selling from one state to another, this hasn't been enforced for quite some time, which is why so many sellers "break the law." Fun fact: There is a bill in Congress as we speak to repeal the Federal Switchblade Act. Here's hoping and call your reps.
 
What really has thrown me off is that basically the law is ignored if it only applies to the seller how is anyone selling them online and if it applied to buyers why would/how could anyone sell them online or in retail with no legal buyers in their primary market.
 
So, even if I buy "over state lines", im still in the clear as Im just buying one as an individual consumer?
