Question about Time Offset on user optins

I can't seem to get the correct time on my user options. I live in New York which normally is GMT -5h, and during daylight savings time GMT -4h (I think). I'm off by 23 minutes or 37 minutes depending if I'm either at -5h or -4h. Am I just not looking in the right place? Thanks.

Marcelo, the clock on the server that hosts BladeForums is slow by 23 minutes. Been that way at least as long as I've been here (which is only a few months). Probably not much, beyond notifying whoever is hosting the site for him, that Spark can do about it.
