Question: Garmin Software

I was thinking about plunking down the $90 or so for the US topographic software for Garmin. Before doing so, I have a question or two: (I have a Garmin eTrex Summit)

1-My GPS can't display maps, but can I locate a waypoint on a topographical map on the PC, then transfer that waypoint into the GPS?

2-Can I transfer existing waypoints from my GPS to my PC and see them superimposed on a topographical map?

Not obvious from the descriptions of this software that this is what it can do, but if so I'd be inclined to buy.
