I don't own the electrician,but I have other chisel grind blades. It's actually the easiest grind for me to sharpen. I start by sharpening the bevel side of the blade at the desired angle for that particular knife. Keep making passes until you get a burr. Then simply switch to the side (the flat side) and lay the knife almost totally flat on the stone. Make just enough really light passes to remove the burr you created. Then switch back to the bevel side and make another light pass or two. After you finish you should be able to shave with either side of the blade. See if that works.
The straight part of the blade is a regular 2-sided even bevel. It's only the curved section that is chisel ground. I've never used the curved part (I assume it must be for stripping rather large diameter cables). If I did need to sharpen it I would use a round ceramic rod on the beveled side and just strop the back side flat on the strop if needed.
