What the heck is this for??

And this hole??

I'm sure there are good reasons they do this I'd just like to know. Thanks in advance.

I knew the would not do something that didn't make perfect sense. That hole is actually beveled and possibly even a little polished...unreal, that's a high-end Swiss watch finishing technique...
