I own an ivory scrimshawed handled randall with a sullivan sheath with a zebra covering. Question is whether i can offer this for sale due to the ivory?

Daren, here, yes. The legality aspect is determined by the area you're shipping to. You'd be well served looking into that aspect; if that country or State says no, and you do it anyway, that's on you in the eyes of the court.
