why dont they polish the pocket clip and lock bar on the limited edition or exclusive sebenzas?

I've wondered that myself. My guess is the required effort. Polishing flat slabs is easy. The clip isn't flat and the lockbar is bending inward. Only someone from CRK would really know the formal reasoning behind it.
 
All the handles are blasted as part of the finishing process and the lock bar was already sprung before they did the hand sanded finish to the handles. There are probably other reasons but is largly why you saw it done that way. The clips are all blasted as standard and it matches the lock bar finish, a polished clip would look bad any way, IMO.
 
Haze is correct. All your Inlay Sebenzas ( minus the micarta versions ) are like this. Its just something that adds to it and gives that nice two tone effect. Some inlay sebenzas have a couple grooves on the opposite side of the hinge to give it that break up transition line between the polished/blasted lockbar, while others just have a nice straight line.
