quick steel question

Depends on what size knife you are gonna make and what methods you are gonna use.

For a small knife, I wouldn't order anything thicker than 1/8".

Give us a little more info.

to elaborate a little bit on this... i'm making this knife for my grandfather i plan on using black walnut for the handle and brass for all of the fittings (guard and pins) i would also like to make a wooden (again black walnut) sheath with a brass tip. i kinda like brass :)
 
3/16" thick stock leaves you room for error correction. Just sayin... :)
 
I find most first knives ( and many 100th knives) are way too thick. 1/8" stock is plenty thick for the knife you describe. Blade thickness is an important part of edge geometry, and too thick equates to a poorly cutting knife.
 
For larger files I use cheap HF files. They don't last as long as nicholsons but in the end I find them to be cheaper as I can get 6-10 of them for the price of a nicholson.
