Quietest locking mechanism?

The compression lock.

I agree. The only frame lock I have that is quiet is the Umnumzaan, and it has rubber bumpers to cushion the lock up. Compression lock takes the cake for quietness of the ones I have used.
 
Rubber padded blade stop pins make this one pretty quiet.

the quietest one that I've used when you're not like, literally trying to be quiet is probably the mudd. it's air tight so it has a built in silencer.

But so long as you're trying to be quiet, I can do pretty much all of them silently. Hold down the axis lock and open the blade slowly....get the blade out of a framelock and push the frame out while you finish opening...etc.

That's the first one that came to mind, when I saw the thread title.

Aside from that, some frame locks and some liner locks can also be pretty quiet. Slides very quietly into place, if the tolerances are good.

I also have a BM 960 (axis lock) that's very quiet.
 
Compression lock in my experience, though the Axis lock is very close.
 
The axial lock on the Paul line of folders (Gerber/Lone Wolf) is very quiet, due in large part to the way the knife is opened/closed (with the thumb on the lock button). Virtually silent.
 
The axis lock. It's quiet enough as it is, but if you disengage the lock while slowly opening, it's silent.
 
The bolt action lock on my Sage 3 is waaaayy quieter than the compression lock on my Para 2.
 
Well from what I've encountered:

Frame locks tend to be the loudest (exception of course is the Umnumzaan)
Liner lock varies upon the quality of the knife. I'd say slightly more quiet than the frame lock.
Axis lock varies depending on how you open it, but I'd say it's pretty quiet
Compression lock is very quiet
