RACO Hammer? ID/Function help

A friend dropped this off. My googlefu reveals mention of RACO ... but that's about it (founds lots of pics of old locks marked RACO). I believe it says POSITIVE RACO, but I'm not 100% sure. I'm pretty positive it says positive though. :p

Is it just a small sledge shaped hammer or was this specific to some task?

Note the voids at the areas which at first look like flashing, but then also look like welds? Then the chip that was taken out of it appears to be a surface or shell cracking away from a core.

Look to the right side of the image you will see "holes" which are relatively deep.

Strikes me that R A C O might just be R. A. Company. The O at the end is closer to the C than are the R and the A. Cute little fella whatever it is.
 
Looks like a machinist hammer to me, a machinist hammer is basically just a small sledge hammer used by a machinist for general tapping tasks.
Does the hammer head say where it's made ?

Yeah, I thought so too at first, but I struck out with R.A. Co.

Same here guys. I tried RA Co for a while with no luck.
