RAT RC-3 Molle Sheath Question

Just got a RAT RC-3 to upgrade my camp & hike blade. Great knife, but the back of the nylon Molle sheath has me a bit stumped. It seems a little different than the current Esee design. I'm wondering what that Vel-cro flap at the top of the back is for. On the Esee sheath, I've seen videos showing that it can be used to make a belt loop, but the older version I have just seems to close down on itself and I see no way of putting a belt through. I see that long nylon strip running vertically down the back, with the snap at the bottom, seems like it can be used nicely as a belt loop, but what's the flap for?

Don't know what the official use is, but I always just separated the velcro halves, slid my belt in, and then "re-velcroed" it. Seemed to keep it from sliding around on my belt and worked just fine as a belt loop. Actaully after thinking about it, I'd have to guess that it is designed as a belt loop that you don't have to take your belt off to remove(it's 6am, and I just finished a 12-hour shift. Not the sharpest tool in the shed right now).

I don't know how familiar you are with the MOLLE system, but the "long nylon strip running vertically down the back" is for weaving through the MOLLE webbing on MOLLE capable gear.
 
That's the scenario I went with, too. Looks like they could have left a channel for the belt and used half as much vel-cro. Thanks.
