I was under the impression that thermal imaging devices were under restriction and not for sale to civilians? Am I off the mark there, or should I got out and buy a thermal rifle scope tommorrow?

Nope....civvies can buy, but they can not be exported was my understanding. This model will set you back around $7500 + new.
 
Hmmm. Not bad is that a surplus model? Ok, I remember a few years (4-5) ago reading that they were restricted, but I'm sure with technology advancing it would make sense to lump them together with night vision technology. I still believe infrared sighting devices are. Just think 10 years from now it will probably be 750.00 new.
