Re-finish an old hatchet

Ok, so I found a nice old hatchet at a knife and gun show in the summer, but it's in some rough shape. I'd like some advice on how to re-finish it, get it up to working order again. It's an old boy scout hatchet i guess, based on the logo, made by plumb.

naval jelly & a wire brush or scotch brite pad to clean up the rust.
file or belt sander to clean up the edges & reprofile the cutting edge
oil the handle.
