First thing I thought of as well. Considering that they're going for about $30 at most places, it's what I'd pick. However, it's a chisel grind, and not everyone's down for that. Still, quite a knife for the money.
 
Like Siggyhk said, the CRKT Alan Fouts Mininalist is a good choice given your criteria. CRKT offers quite a few neck knives that may fit yours needs for under $50.
May I suggest too that you check out the Boker Plus MA-2 as well...a really slick design.
And you can step up to a La Griffe for just $15 or so more from places like 1st Stop Knife when they're in stock.

for the money go with the izula. then get the scales. Its not only one of the best kneck knives for the money, but knives for the money period.
 
isn't an izula or a becker necker a little too large for a neck knife? I'm looking at the following. Thanks for the input.

I actually posted this yesterday but fell quickly through the threads, so here is an option for you to consider. This is what I had posted, It is a nice, little knife, very nice for the price. The belt clip comes off and is reversible.

Just got this from the local Mac Tool man. It was an impulse buy. Small, light, nice feel, had to have it. ( I technically don't have a neck knife. ) :D

Took six pics to show you. Googled it when I got home from work. I paid 35.00 found it on line for less but after shipping it would have been about the same price, and this was front door (work) service. Damn impulse buys.;)
I think the bead chain will be coming off and para cord replacement is due.

Any blade length in mind?

SR swamp warden, got mine today and can't say enough good about it. My first small fixed to!

Not the blade style your looking for but it was worth mentioning.
