Recommendations for Katana polishing

I purchased this blade many, many years ago for a very good price. Unfortunately, the previous owners had inexpertly polished and sharpened the blade (it's quite dull now) to the point that the hamon is barely visible. I'm afraid I really don't know much about swords (I had a friend help me pick this one out from the pictures on ebay), so I'm not sure if having it professionally polished would be worth it, nor do I know any reputable or qualified swordsmiths. Definitely verify that the piece is worth it before engaging a togi. My understanding is that for good work it is quite expensive and it would be a shame to spend thousands of dollars to restore a few hundred dollar blade.
