Refinishing knife handle?

I have a Boker Kalashnikov auto that has/had a black handle, it's been scraped up and looks to be in rough shape because I used it as a utility at work for around a year now. I was wondering how I could remove the paint or powdercoat off of the handle to make it bear or even refinish it. If I wanted a white handle what would be the best paint for this. Thanks a lot guys! Btw I'm 19 and semi broke so the most cost effective solution would be greatly appreciated!
