Refinishing

If by refinished you mean recoated then it would be hard to tell. OTOH, this operation is almost always done by the Busse Shop, so the knife would retain it's value. In fact, a sales ad will usually state that theknife went back to Busse for a spa job, that is considered a sales point. We don't usually see knives that people have painted themselves.

If by refinished you mean polished, satined, or abrasive blasted, once again it might be hard to tell. These operations can be done by owners, to varying degrees of quality (my ghetto satin looks like a home job ). Sometimes folks will send a coated knife to the Shop to have it turned into satin or DCBB, then it looks great.
 
Please post a picture if you are talking about a particular knife and it may be obvious to some of the people viewing. That may be the easiest thing to do.
