Refractory cement that actually works for K23 bricks?

I'm in the process of making my heat treating oven and I tried adhering my bricks together with Rutland 211. I mixed it as instructed and applied it to both bricks and they just don't stick together. I tried mixing it super wet and it still didn't stick. You can see the brick pulling the moisture out of the cement and no matter how fast I put them together it doesn't work. It's like trying to stick together two handfuls of damp sand. I tried putting a little water on the edge of the brick but same results.

Does anyone know a product that actually works for the application?
 
Soak your bricks in water first. Don’t just wet them. Submerge then until the water stops bubbling and leave them for a few minutes longer.
THEN apply your cement.
After it cures you’ll want to let it air dry for a bit, then fire on low heat to evaporate any remaining moisture.
 
So this may be counter to what most people recommend but it worked for me and many others. I didn't cement my bricks, I just made them touch, this allows for them to expand and contract as the oven heats and cools without causing any stress and potential cracks. I'm not aware of the expansion coefficient for the bricks I am sure it's very low, either way, both methods probably work fine.
