Regarding name changes?

Hello Spark

I added 1 x name change to my cart on https://www.onestopknifeshop.com , but when i was about to check out, i noticed this message

"Attention all Non-US customers - Because of extreme levels of international credit card fraud,
We no longer accept credit cards from non-US customers"

But under "policies" you state the BF memberships are the exception. I just want to be entirely sure that an international member can pay for a name change on your site, before i go through with the order.
