Registered Users/Avatars

Do Registered Users now have the ability to upload avatars? I know that at one they could so some long time Registered Users have them, but this gentleman just registered a few months ago.

Could it be that he has bought an upgraded membership and just hasn't joined the corresponding group yet, and that is why he is showing as a Registered User?

Yes. Another way to tell is to see if there's an option to send him a PM.
