I'm looking for a source for male/female style bolts for a set of removable handle scales. I would prefer a countersunk head, and a dark finish. All my Google searches are coming up short. Any help would be appreciated.

Jantz has bushings and torx combos that will let you do something like that...
 
Yep, what Ren said. Maker material supply has gulso bolts in black and stainless (matte). All different sizes and nice shoulders to countersink.
 
usaknifemaker also has chain ring bolts that may be of interest.
 
you can use threaded stand offs for electronics , basically a short piece of threaded pipe . you put it into the metal and drill the screws hole clearance size then countersink for whatever screws .
grind and shape ,remove and glue/epoxy in place .. these things are maybe a buck a piece not counting the screws you decide to use..

Depending on what you want exactly, you can try Corby bolts, or even Chicago bolts, though they have a larger head.
