Would it be hard to take the serrations out of a partially serrated blade of 1095 or D2 steel and make it into a plain edge blade?
If really hard to do (no special equipment) is there a good online source for sending a blade to be reworked, but not at a high cost?

It's not difficult if you have some good low grit bench stones. You will lose a few mm of cutting edge, taking some life out of the knife in terms of longevity, but if it's going to turn something you won't use into something you will use it's worth it.

Which knife?

I would consider it hard to do by hand. I use a belt sander to make a change like that.

I've done it quite a few times on my belt sander, it's not hard. It would be a PITA by hand though. I've made some recurves out of some combo edges as well instead of losing a large portion of cutting edge.

You could just try sharpening them out. Each time you sharpen they will slowly disappear.

that would take some time by hand. a machine would do it so much faster

Hahaha, yeah — by the time your great great grandkids decide that after all that waiting it's time to finally grind them off!

I`m too lazy. I would just buy a plain edge knife. Not trying to be a smart ass, but it seems like a lot of work.

Good point I would do the same in most cases. Unfortunately there are some blades I like which only come partly serrated. Forunately there are not too many that I want which are not PE

I've done a few cheapo kitchen knives on the paper wheels. It took a little longer than a typical reprofiling job but the grit wheel made short work of them. I wouldn't try that manually.
