What is the best way to remove this rust? Also while I am at it what's the best inexpensive sharpener $20 or less?

Barkeepers Friend cleanser. Rub it in a bit and leave it sit a few minutes. Keep it wet. It will dissolve light rust due to the Oxalic acid in the cleanser.

Or you could soak the blade in Coca Cola.

Hi,
depends on what you mean by "best" , what is important to you?

If you're shopping locally
one or two $1 stone from dollar tree :)

Once you can get that working (shaving, popping) you might go up in grits
This might be available at your local asian grocery (like HanKook Supermarket)
DMD 400/1000# Double Side Diamond with both carbide scraper, ceramic crock stick, and dual grit diamond in one,

dmd is also available on ebay for $13 shipping included,... or an edge pro clone or lansky clone or ....
play with the $1 stone first, helps you decide what you really need

high grit sandpaper is more available locally than high grit stones so thats always an option

How about a kitchen sink Std. cheapo $1.00 scotch brite pad. Works perfect for steels like 1095 and so on. Scrub in water and soap. When done dry it off and lubricate it. There is no sense in spending $ when its not necessary, Just my 2cents

You can find a king 1k grit water stone for $13.50 if you use your Google fu.

That's should work great on that Mora

Get some steel wool. Use single 0 with a little mineral oil.

Be careful with that Naval Jelly though, highly corrosive. - only put it where you need it.

Also save up the money and get a Lansky set, cheap enough and works great, good if your new to sharpening to control the angle a bit. It does not control perfectly however.
The stones can be used to sharpen the old fashion way too, but on larger knives it could take longer than if you got some regular diamond stones or arkansas or something.

+1 for soaking in vinegar then fine wire wool.
