Repair advise

I got one of these knives 20 or 30 years ago from someone who worked at the silversmith doing the side pieces:

After some years, one of the silver sides fell off when I dropped it.
I tried a couple times to reattach it with epoxy etc, but haven't had any luck making a lasting repair.

Does anyone have any suggestions on how best to reattach the silver side to the thing?
 
A good epoxy should work if you sand/rough up the mating surfaces (the scale & the liner it'll mount on) so the epoxy has something other than a smooth surface to adhere to.
 
How was the handle originally attached?
Can you show pictures of the back side of the handle and the knife?
You can glue it, but that may not be the proper way.
 
Surface preparation is everything if you want epoxies to bond correctly. Any skin oils or distillates on the surface will keep the bond from setting up properly.
JB Weld clear Marine is excellent for a job like this one. Use acetone on both surfaces just before the epoxy is applied. Make sure the pieces are above 70 fh.
