Repair to "glass" mounted head

I found a nice Collins HB pattern with one problem -- the head had been mounted with "glass" -- plastic of some kind -- like the old Plumbs. Most of this (cream-colored) material was gone, leaving the head loose and the handle 1/4" lower than the top of the bit. All that space had been filed with the "glass" that is now missing. Funny since the axe shows no sign of use.



Any suggestions on a material to fill the void? Epoxy?
 
They make a kit for repairing "plastic" handled axes, meaning the kind which has the plastic (fiberglass?) handle glued into the eye.

It is a two part epoxy type stuff, sold in the axe section, at WalMart.
