Repairing a horn handle

Howdy! Purchased this as a blem with a cracked horn handle years ago, and it looks like its gotten worse while in storage. Any suggestions on how to fix/prevent this? Saw some advice for the hairline cracks, but the karda has some pretty serious damage to the horn. Any advice appreciated!

Bear in mind that I've only repaired wood and bone khukuris, but my first thought is to use CA glue to penetrate any lifting/cracks. Probably the gel version, since it doesn't run as much.
Then use a piece of cotton cloth with some acetone on it to smooth out the glue, once it dries. You can also sand it with some fine grit paper, but then you'd probably have to take a buffing wheel to it.
If the flaking is very raised, you may have to sand it before you put the glue on.

It's not clear how deep the flaking goes, but I would try sanding down the raised area, and then coat the entire handle with superglue, which can be sanded to a satin or gloss finish. That should fill any remaining cracks and probably prevent future deterioration.
 
Personally, I would use water thin CA glue to penetrate the cracks. Then after that dries, do the top coats with gel. Sand and polish. Plastx works great on horn and CA. or TR3 polish works too
