Replying to a listing in Exchange does not bump the thread to the top.

You can't fix it, the default sorting order was changed to curtail potential abuse by a select few. They would post several threads and knock everyone else off the first page. Threads are now sorted by chronilogical order, this makes it a bit more even for everyone posting items in the exchange. The rules were subsequently modified to reflect this change.
