Repolishing Forged Bolsters

I have an old chef's knife and want to replace the handles and polish and reshape the blade a little. Any tips for polishing in the little radius in front of the forged in bolster? I'll be using a 1x30 belt sander for the flat of the blade, grinding from spine to edge. I have a dremel and some hand sandpaper, but thats about it.
 
There has to be a Dremel attachment that will reach into the radius. They have some that are like little spherical/conical/cylindrical "stones" or felts on little metal posts, one of those may be the right shape/grit. I have been known to use half a q-tip chucked directly into a Dremel tool with buffing/polishing compound on it.
