Reporting Post minor irritation

When one reports a post (which obviously isn't often so this is a tiny issue) it counts against the one post per minute limit. Is there any way to disable that limit for reporting posts, or is it to ingrained with the rest of the system?

I take it the same answer for sending PMs as well; limited to 1 per minute?

I think that's a system-wide variable. In other words, if you change one thing to 30 seconds, *everything* goes to 30 seconds.
