reprofiling

When the angles are right and they finally converge the entire length of the cutting edge, you've gone far enuf
 
When you raise a burr at the new angle, you're there. Just make sure the burr runs the full length of the blade on both sides.
 
so i basically keep sharpening at lets say my 20 degree angle when the knife is 15 i keep going until i get a burr?
 
Yeah, thats how you do it. Stay on one side until you can feel a nice, continuous burr on the reverse side. Then, flip it over and repeat. Using the same method, use a grit or two that are finer than you used for initial reprofiling. Follow it up with some stropping and you're good to go. At least, that's how I do it about 98.5% of the time.
 
I prefer to do a same number of strokes per side...flip and repeat until reprofiled to my desire then I begin the burr process. I feel I get an even edge on both sides...my opinion only but it works for me.

Reading this it sounds like you're referring to reprofiling to increase the angle. If you're going from 20 down to 15 then do like everyone said. However, if your taking a 15 degree angle up to 20 then it's a different deal. You will have a burr immediately but it will be more like a micro bevel. When increasing bevel angle, I mark the edge with a sharpie and sharpen until it's all gone and the scratch pattern has reached the shoulder. If you look closely it's easy enough to see.
 
Everyone's advice here is pretty sound. With reprofiling you want to keep a steady stroke/movement and keep working your angle until you can see/feel a burr on the other side. As Ryan mentioned above you will get a burr immediately if sharpening at an larger angle than what the knife edge is set as. Not sure why you'd want to increase the edge angle unless the knife was already extremely thin or you're using the knife in a higher impact/hard use fashion.
