? resurface an old blade

Hi..please offer some guidance.
I love history and found a knife on line. Small bowie ..the company was in business from 1848-about 1870. The scales are ? german silver pressed with ? north wind blowing face. The blade was not shown but i knew it had rusted. Love the knife but the sad part is someone tried to remove the rust ....with a dremel tool. Blade has very grind marks with some rust showing through.
My question is could and knife maker redo the blade so that it would better reflect what the knife once was? I realize the value has been lost but i would like to have something that i could display. sorry no pictures at this time as I'm away from home working. Many thanks

i might be able to help you out when i get caught up on some other knives i have to work on. is the blade a flat grind or hollow grind? can you take better pictures of the blade in better light?
 
thanks so much..we've already passed my knife knowledge level..sorry. Hollow vs flat?
