riveting device or clamping of a rotating piece

Hi Folks, I am lookng for a way to clamp together two pieces of brass and allow them to rotate, can a cutler rivet work for this? Right now I have a nut and bolt with washers and lock washer, not very attractive. The distance between the clamped faces is only 0.2", any suggestions?
