I'm not familiar with the term "roll bag".
 
They are popular with kitchen cutlery as chefs use them to travel with.

& as Esav mentioned for slip joint storage


but for machage and hatchets? I've not seen one.


I would have a look at Bills Custom Cases and see if he can make up what you need.
 
Roll bag for machetes and swords,,,
seems to me one of those "holiday stocking stuffer"
4 dollar fleece blankets would be perfect.
5feet wide,fold it in half,sew some
straight lines every foot or so.
Add some hook velcro to the flap,probably will
stick to the fleece without adding the "loop" part.
Seems like an easy projects and cheap.

The military used canvas rolls for cook's butcher knives and cleavers. You might find one to suit your needs. Lamb splitters are near machette sized.
