I am considering whether I buy or build a rolling mill. If anyone has made one, can you give me an idea of the cost of the materials?

I don't have the answer, but do you have plans? There used to be plans available online for the McDonald(?) Rolling mill that a few smiths I know use and like.
 
Look at the McDonnald Rolling mill. It is buildable by someone with good a machine shop setup and welding skills.

Big rolling mills with double rollers and hydraulic pressure are very difficult to build.
 
You can buy plans for a McDonald mill and have someone build it for you. You can also have the parts made that you can't do and weld up the frame yourself.

Look at Tobin machines on IG, he’s building a really nice machine for a good price but not cheap.

Wendon Sharman in the UK has one available. I bought one from him and it’s been a great purchase
