Rough_Out Holster finish advice

Working on my first rough out holster and was wondering if you apply the same sealing coat to the rough just as you would to the normal smooth. I have Clear-Lac and Tan-Kote as my sealer choices. Being rough I would think you would want a dull, but protective finish.
