rust removal

I am going to clean up and rehandle a hunting knife for a guy at work.

My question is, what would be the best thing to soak a really rusty blade in before working on it with my belt sander?

This is a knife that I think was literally found on the side of the road. It is a stick tang with pommel. It had a one piece imitation stag handle that has come off.

I want to clean it all up and put a new wooden handle on. You can barely make out the words Solingen and Germany due to all the rust. Appears to be a "marbles type" knock off. Nice overall profile though.
 
Soak it in cheep vinigar 24 hr'sthen buff the rust off with a wire brush ,then you can either hand sand it to 600. and polish with green chromium then white Diamond with a cloth buff for a mirror finish

I've heard of some stuff called Osfo. It's supposed turn the oxidized steel back to normal. Check out a body shop supplier. Take care! Michael
