I am doing stock reduction using 1095. I use a belt grinder and dip my blade into water every
few minutes as the blade heats up. I have been getting rust staining develop rather quickly. As
I am new knife making I wanted to know if this is normal and if I can prevent it.
Thanks

Yes, this is normal. Just dry it off fast when your done and clean it up.

It is normal, a squirt of dawn dish soap and a couple of tablespoons baking soda mixed in your dip bucket will help some. If conditions are right you can watch it rust in your hand:). The blade is not really rusting, it is the ground swarf clinging to the blade that flash rusts.
