I’ve noticed on all 3 of my SAK models (recruit, huntsman, and tinker) that the tip of the larger blade is always dull compared to the lower portion. Does it hit the frame of the knife when you snap it closed?

They can if allowed to snap shut, can also happen if gripping the knife hard enough while using the other tools to depress the blade into the back spring.
It’s better to control the decent somewhat to alleviate this, many slip joint knives behave similarly in this regard.
 
This is a common problem with slipjoints. Commonly known as "blade rap". I've had some Case knives that dull/roll in the middle of the blade where it hits the bulge in the spring where the pin goes through it. Some "modern" slipjoints (like Lionstee, with torx screw construction) fix this issue with an internal blade stop. AG Russell has been adding a bladestop in their newer slipjoints too, even though they're not "modern" construction, using pins rather than screws.
 
The problem will work itself out eventually as wear and use and sharpening take a bit of steel off the blade. My Wenger SI used to it, but after a few years, it stopped. Just don't let the blade snap shut for the first few years. Its not a major problem, a lot of slip joints do it when new.
