Huh. I don't have an answer to this question, but I have to say it's an interesting one that I'd never thought of. A cursory review of KnifeUp's summary of NY law does not seem to indicate that having a double-edged knife is actually illegal, though.
 
In NY state any double edge blade is considered a dagger. Despite what knifeup says, people get arrested for having daggers here all the time. But i am not sure if they are just rude to the cops or something. Or if they actually claim its for self defense.
