Say, is silver-plated steel safe to work with?

I bought something very much like this pretty cheap (2 bucks), and it says "Godinger" and "Made in China". I am using it to make some fishing lures. Is it safe to cut, hammer, grind, etc? Should I expect any nasty stuff like lead, cadmium, whatever in there? So far I have used only stuff marked as "stainless steel", from USA, Japan, Denmark, Sweden, and China. This piece appealed to me as it looks different.

Thanks

China ? you never know ! That it has a darkened tarnish sulphide ]means something containing Pb, Cd, Ag ,Cu , etc .Assume the base metal is NOT steel but a much softer metal ,easy to form and the 'grapes' soldered on .

Well, mine is grape-less. :D:D...and very strongly magnetic. So far the only things I have used on it are hammer, chisel, file, and alcohol. Pretty shiny stuff. Kinda debating to use a cut-off wheel on it if there is any questionable crap in that (very thin) coating. Anyway, it behaves like sheet metal steel.
