is there a special reason case used unmatched scales on their 1980 and 1970's 90% don't match
 
Most of the Case knives from that era that I own or owned have matching bone or stag handle material. Do you have photos of your knives?
 
The older Bucks also had that with their scales, but it isn't a problem. If you want a different look turn the knife over.

They simply used what came to hand. Sometimes the covers matched side to side -- sometimes not.

Sometimes, I look at Case as a "Waste not want not" company. Look at the scales on this 10-dot (1970 manufacture) Case 62009 1/2 Barlow. What appears to be a crack on the mark side is actually "bone marrow canal" markings and on the edge of that cover too. Now check out the pile side cover with what appears to be a deep gouge in the cover. It is in fact a "bone marrow canal". If you take a close look, you can see where Case deliberately drilled through the bone marrow canal to install the pins and peen them. It's my thought that these were made as working knives and what might appear to be a flawed cover to some didn't matter as they were to be put to work soon after purchasing them.

I don't think mismatched covers or natural flaws in covers take away from the appearance or usefulness of a knife. For my .02¢, it adds to the character of most of these knives.

I think the percentage (90%) given by the OP is high -- very high. Instead I would say mismatched covers happened occasionaly.

Case 6392 Stockman 9-dot (1971 manufacture) with matching scales side to side. The lighting is a bit different from picture to picture but the covers are the same color side to side. The first two knives in my previous post and this knife are all built on the Case 92 pattern/frame.

Lot of people talk about mismatched scales, notably with stag. I don't really mind it IF both sides are attractive, matching then doesn't matter. After all, if one side has a shield it's not going to 'match' the other....If one side is nice and the other horrible, and if they don't more or less have the same thickness/jigging, then that is annoying.
