Schrade PH1 and 154OT Blanks hardening and tempering?

a month or so ago I came across a couple schrade knife blanks both stamped USA at the swap meet. I picked them up pretty cheap. They still had rough grinds on the spine on the PH1 It was a concave spine that looks like there is slag still there. Both had square nubs at the tips, I filed the 154OT nub off before this pic.

I am going to make some handles for these and I would like to get these working in the field soon.

My question is What steel are these made from?
Should I just torch head the cutting edge until red and then quench then put them in the oven until straw colored? The fact that the nub filed off so easy makes me think they have not been hardened or tempered at all.

If they're not stainless they should be 1095
 
The + sign is added after Schrade to designate stainless which would be a 400 series
