So i’m Seeing a bunch of Schrade USA knives for sale on eBay for very very cheap prices except for the scales which are usually cracked and broken, but I can find brand new scales for those knive for dirt cheap. What are the steps for replacing the scales?

The knives have to be taken apart to properly pin the scales in place.
Then, the knives have to be reassembled and finished.

You need a rotary tool with separating discs to remove the pin heads, or a sharp, junk knife to drive through the pins.
You need the proper size punch(es) to remove the pins. You need the proper sized brass pin stock, a drill, some sort of anvil, a vise, a small hammer for peening the pins, a buffer for finishing, files, sandpaper.
Even if you have all the tools and materials, it will take some time and ruined knives before you become adept at rehandling.
