I've never seen one of these that included the tightening tool and didn't even know the blades came in sleeves. The guy I bought it from sold Kershaws long ago and stopped selling them in 1995. This knife is almost as old as I am according to the information KAI posted on their Facebook page the first time I spotted one of these. They were apparently made in 1984 for the European market and the few in the US same to be from factory sales.

I think I may have figured out where I first heard of Rostfrei as a company, CDNN has them listed as a company on their knives page. I know that isn't the only place though.

you will see Rostfrei all over the place its means rust free in german or austrian or ? lol somewhere over there
 
Any idea what the spear blade shape is for? I don't see how it could be a spear. It has threads at both ends of the capsule but the are about 1/4" so I don't know what sort of tiny threaded pole they might fit if you could make it into some sort of spear. There is no way to easily lash it to a pole that I can see and your capsule is quite fat compared to the blades.
 
Maybe the threads fit some part of an emergancy kit that comes on a life raft or other commom part of a boat/ship or a fishing pole handle ect.
